High-skilled immigration is vital to America’s economic future.

Population growth has slowed to near historic lows, the prime working-age population is barely expanding, and many communities are aging rapidly. These shifts deepen geographic inequality, with some regions surging ahead while others face shrinking workforces, weaker housing markets, and declining fiscal bases. Attracting and retaining skilled workers is therefore essential to reversing these trends.

Our Exceptional by Design report makes the case for a more strategic and competitive high-skilled immigration system aligned with national economic and security priorities. Proposals such as the Heartland Visa for struggling counties, a Startup Visa for foreign-born entrepreneurs, and a Chipmaker’s Visa for specialized talent would help modernize America’s immigration system, reinforce its position as the global destination for talent, and extend opportunity to every part of the country.
