In 2022, the Opportunity Zones marketplace continued to grow as investors gained more familiarity with the program, fund managers solidified operations, and early proof-of-concepts were replicated. This activity is reflected in Novogradac’s most recent survey of Qualified Opportunity Funds (QOFs), which determined that more than $32 billion in OZ equity had been raised as of the end of September 2022. At the same time, Congress has been considering the most recent Opportunity Zones legislation, which includes a slate of proposals aimed at improving the policy and extending tax benefit deadlines. If enacted, these proposals will likely shape the OZ marketplace heading into 2023.
