FOR YEARS, Hampton Roads residents ignored the droning refrain of economic experts worried about the perilous position of the regional economy.

The three legs on which it rests — tourism, the Port of Virginia and defense spending — weren’t sufficiently diverse to sustain Hampton Roads, especially when federal spending accounts for so much of the economy, the forecasters said.
